        Are you sure the modem has the correct chat script?  Reverse
telnet to it and type "ATZ" then "ATD".  If you hear a dialtone you know
the modem to telco connection is good.  They type "ATS0=1" to tell the
modem to answer after one ring.  Call it from a regular phone and see if
it answers.  If you get this far then you know the problem is your
router config and not the modem.
