Here's the theoretical solution, which would need to be verified and tested.

For first part you would configure basic AES encryption with MD5 hashing
algorithm over the Frame link.

For second part Create a Frame map-class with MinCIR=300 and CIR=400 and
Bc=50, Be=0 enable Frame adaptive shaping.
Also create an ACL for multicast traffic and police it in a policy-map and
apply policy-map to the Frame map-class created above.
Apply this map class under DLCI config on interface and enable Frame traffic
shaping.

Also check if we can use Multicast Rate-limit command with FRTS if that
works - is the idle solution.
