network 0.0.0.0 in RIP

Hi all,
  I have already noted down this problem,but didn't get a
reply.Anyone have any idea with this.
  I have a doubt regarding the network
statement used in RIP.I configured RIP between two routers.Suppose this is the
topoogy:

1.0.0.0 (lo 0)----R1--s0----12.0.0.0/8---s0--R2-------2.0.0.0(lo 0)
Here is the configuration

R1
router rip
network 1.0.0.0
network 12.0.0.0

R2
router rip
network 0.0.0.0

  In this case R2 is receiving routes from R1 but
R2 will not advertise any routes although RIP has been enabled on serial
interface.
So is this similar to "enabling RIP on all interfaces and giving
passive-interface default" ?
