From my notes:

Encap type must be compatible with compression method. If using FRF9 payload
compression, then encap type must be IETF (enabled automatically); if using
either type of header compression, TCP/IP or rtp, encap type must be cisco.

And, the compression method must be the same on both sides of pvc.
