from doc cd section 'configuring frame-relay';
TCP/IP header compression requires Cisco-proprietary encapsulation. If you
need to have IETF encapsulation on an interface as a whole, you can still
configure a specific IP map to use Cisco-proprietary encapsulation and TCP
header compression. In addition, even if you configure the interface to
perform TCP/IP header compression, you can still configure a specific IP
map not to compress TCP/IP headers.
searched the doc cd mcast section, but haven't found where rtp mentions
having to use cisco's encap method for frame-relay interfaces.

Encap type must be compatible with compression method. If using FRF9
payload
compression, then encap type must be IETF (enabled automatically); if
using
either type of header compression, TCP/IP or rtp, encap type must be
cisco.
And, the compression method must be the same on both sides of pvc.
