Sean,
Tc is not set directly by the "frame-relay tc" command. It is
set according to the formula Bc = CIR * Tc/1000. If you want Bc to be
1/10th of a second, that's 100ms, so Bc = CIR * 100/1000, or Bc = CIR/10
