145.0.0.0 /8 will match anything above /8 subnet.. like /9, /10, /11 etc

I want to match only 145.x.0.0/16... Ex 145.1.0.0/16, 145.2.0.0/16 etc
But not 145.0.0.0/8...
It should be /16 for sure...
