I don't think it is necessary. In fact, they are two different functions (that correlates)

You can use the new feature 12.2T to mark DE within a police-map
Or you can use the old method, de-list.

I never tested it but I would say that it works independently of the FRTS function.
As others posted, FRTS will take care of avoiding oversubscription of CIR, which would avoid frames to be discarded.
On the other hand, I do not see a reason to set DE if you are using FRTS with parameters (CIR, minCIR, adaptive-shaping) appropriate to your contract because if your router detects congestion (BECN) it will drop the transmission rate to avoid discarding frame.
If you are not using FRTS, maybe you will transmit over your contracted CIR all the time, and eventually there will be congestion on the Frame Relay networks causing your frames be discarded. In this case it would be wise to choose what frames will be discarded first, setting the DE.
Remember that after discarding DE frames, other frames will be discarded if the congestion is occurring.
