AFAIK, there are two ways to explicitly set DE:
de-group command
set-frde-transmit action in CBWFQ MQC.
DE is just a frame marker, that (can be/is) used by FR switches to
select which frames to drop first in case of congestion, in an effort
not to break contracts (i.e. drop traffic that they are carrying because
of extra capacity, but they have not agreed to HAVE to).
DE is usually set in carrier ingress switches by the police function
there. Agressive policing will just drop the traffic that exceeds the
contract, wherever more friendly policing will just mark it.
By marking "in advance" at the CE, you are "saving" your CIR for your
important traffic...
