The cmd goes only on the ABR. If the IP address range(s) are not contigous across areas and/or the mask used for summarization is not right then u may see weird route table entries.

Waht I am wondering is if the area x range command needs to go on all the routers in the specified area, or only on the ABR. Cisco documentation seems to say that onyl on the ABR, but I have tried this, and it doesn't seem to do it. In the routing table outside this area, I see the summary route as I should, and all the more specific routes as well.
