Ah, ok.
well... many different scenarios, and your using of "gateway" confuses me.
If a local gateway is involved and the call originated in a Voip phone,
then the call is POTS after the gateway and no RTP nor RTCP there :-)
But if you mean an on-net call to a remote party, if no codec conversion
is taking place then ... yes (expected behaviour, never tested/confirmed
this).
Hope this confuses you more... confusion is the start of knowledge for
some :-)
