The TCP 1720 is the H.225 call setup information. Being a TCP session, you
don't quite need to worry as much about giving it the same strict priority
that you do data packets.
The voice data packets have lotsa headers 20 byte IP header, 8 byte UDP
header, 12 byte RTP header. That's for "real time" stuff. Call setup is
not real time, it's getting ready for the real time stuff! :)

i wasn't sure if the 'match rtp' somehow included the tcp 1720. i really
don't understand the difference between the two statements or why or why not
