I realize that I must be missing the basic here (after Alexei's feedback)
CAR does not queue so it is not possible to priorize one traffic over another.
The best it can do on the output of an interface is police and mark.
On the other hand, as Brian said, it is possible to use CAR on the input interface and priorize on the output interface.
Is that right?
