Change the interface encapsulation:
Rack1R4(config)#int s0/0
Rack1R4(config-if)#encap ppp
Not all config may be removed and may reappear after reactivating the
sub-interface
Error:Crypto EzVPN does not exist.

%LINEPROTO-5-UPDOWN: Line protocol on Interface Serial0/0, changed state
to down
Change the Frame Relay interface type to DCE:
Rack1R4(config)#frame-relay switching
Rack1R4(config)#int s0/0
Rack1R4(config-if)#fram intf-type dce
Rack1R4(config-if)#
