Dialer Threshold Values

I know this is a small point, but can anyone confirm for me how the proctors expect the dialer load-threshold values to be rounded? If you are told, for example, to bring-up the second bri channel at 50% load then mathematically this is 255/2 = 127.5. Should this be configured as 127 or 128? I think it should be 127 because technically if it were 128, the load would have to reach 50.2% before the line would come up. So I would always round-down to the next lowest number whatever the % yields.

????

Thanks,

Chris.
