Stuart,
The physical port you can keep up by disabling keepalives ('no
keepalive').
I doubt this will work for a VLAN interface though.

Subject: 3550 VLAN interface
Hi all,
How do I keep a vlan interface up if it has no active ports, or no ports
configured. Also, how can I keep a physical interface up if it has no
link
active?
Thanks
Stuart
