For the physical, put "no keepalive". This is normally configured on
ethernet interfaces.

For the vlan interface, you don't need to have any port assigned to the vlan
in question. It will come up.

How do I keep a vlan interface up if it has no active ports, or no ports
configured. Also, how can I keep a physical interface up if it has no link
active?
