It is all about the matching of incoming dial-peer. Please see:

By default, VOIP call using "csim start" will not match corresponding
dial-peer. If router cannot match the incoming dial-peer, it use a default
dial-peer to answer the call. The default dial-peer don't have the QoS or
CODEC settings and therefore the call will not work.

In real life, I think the call from phone may contains the calling number
information and therefore the command "incoming called-number" may not needed.
However, in a lab environment using "csim start" for testing, it is the only
way I found working if you want to set QoS/CODEC in the VOIP dial-peer.

with each other.

     You need command "incoming called-number xxx" in the dial-peer
