You have qualified the question (with "high-rent" and "on the strength of a
CCIE alone" so that you will get very few "yes" answers. Very few people
get a really high-level job based on "CCIE alone." Almost all will also
have experience and/or good educational credentials and/or a security
clearance, etc.

Many of the higher paid CCIEs will live in "high-rent" areas. It is not
simply that folks get paid more in "high-rent" areas because of the cost of
living. It is also that these places happen to be where most of the more
interesting and higher-end jobs exist. I mean, in Virginia, Northern
Virginia (Herndon, Vienna, Alexandria, Arlington) is where almost all jobs
calling for CCIE are. It is not just that a CCIE in lower-cost areas (like
Roanoke or Richmond) might make less, on average, than those in "high-rent"
areas. It is that the most jobs that call for CCIEs tend to be in the
high-rent areas. These facts fact tends to skew CCIE pay a bit high. But
then, many of the neworking jobs that do not call for CCIE are in the same
high-rent areas, so perhaps the effect is not so pronounced.

An exception that I can think of would be CCIEs working at military bases in
lower-cost areas. I am certain that there are plenty of CCIE making over 80k
at bases in areas that are not very high-rent. But then, very few, if any,
will have gotten their job on the strength of CCIE alone. They will have
security clearance(s), or at least be clearable, and probably other strong
points, too. Thankfully, at least one other exception exists-- Research
Triangle Park, where Cisco and other companies probably have plenty of CCIEs
making over 80k and housing is not ridiculously expensive.

If anyone wants CCIE primarily for the promise of making a boatload of
money, there are probably better ways to get it.
