Do a "show line" and check for your asynchronous lines. In your example, you site port 2001 in your host statement (ip host R1 2001 1.1.1.1) but in your example, it sites port 2009 (Trying R1 (1.1.1.1, 2009)... Open). Once you find the asynchronous lines through "show line", just add 2000 to each line number into your host statements.
 
Your problem might be because you are reverse telnetting through the wrong line so your request is not actually being sent to your routers.

        i have a problem with the terminal server (2511).
        
        i am trying to access 4 other 2500's thru the terminal server.
        
        i have the follwing configured on the 2511
        
        ip host R1 2001 1.1.1.1
        
        !
        Interface loopback 0
        ip address 1.1.1.1 255.255.255.255
        !
        line 1 16
        no exec
        transport input all
        !
        
        all routers can be accessed thru console when connected directly to the PC.
        
        when i try to reverse telnet into the routers i get the message
        ACC_SER#r1
        Trying R1 (1.1.1.1, 2009)... Open
        
        
        cant go further.....
        i cant access the console.... if i boot the managed router i can see the boot up sequence and messages... but cannot access it
        
        have tried looking into the archives without success....
        
        i have already tried
        flowcontrol
        modem commands
        stopbits
        speeds
        various terminal emulation programs
        different IOS
        
        how do i check if it is a hardware problem....
        i check the octal cable connectivity and it looks good....
        
        what do i check next...
