LLQ vs. IP RTP PRIORITY , when do you use which?

I've seen "ip rtp priority" and service policy's attached to frame-relay
map-class's for the purposes of providing low latency for voice traffic.
however, I am unable to differentiate between the two methods of queuing. I
understand the individual syntax and meanings, but unfortunate do not find any
real difference. To that end, I can't effectively chose between them. Aside
from the fact that the second example allows for more flexibility, in that its
using CBWFQ, where's the difference? Which to use and when?

map-class frame-relay voip
 frame-relay cir 256000
 frame-relay bc 2560
 frame-relay mincir 256000
 frame-relay ip rtp priority 16384 32767 64

VS.
