Control Access to Internet.

Hi all,

I have this problem and I'm looking for a solution for it if somebody could help.

We have this flat LAN connecting to a BackBone switch which connects to an internet server. this internet server connects them to the internet. We want only specific people to connect to the internet. on the internet server, we assigned few IP addresses to be allowed to access the internet. Those IP addresses are given to the proper people to connect to the internet. However, if any of these IP addresses is disclosed, then anyone in the LAN can use the IP address and connect to the internet. IP addresses are assigned statistically.

I'm looking for a software or something to control this internet access issue. Also we are interested to do some accounting on the users accessing the internet, like how long they connect and other things.

Any suggestion??
