If there's a Cisco router between them and the internet somewhere, you could do lock and key, so they'd need to login to the router with a username and password before internet access is granted. Or hardcode the ARP table on the 'internet server' so that a certain MAC always gets associated with the certain IP, and the users can't override it. Or create a 2nd VLAN that has access, blocking the first VLAN access. There's lots of ways to do it.
