Cisco VLANs with other Vendors

I recently overheard a conversation I believe is completely untrue. I
heard that the interconnection of Cisco and Alcatel devices is a real
pain to configure due to the way Alcatel assigns VLANs based on
policies. I know Alcatel VLANs are very flexible and can be configured
dynamically inside the single box based on a wide variety of variables,
but couldn't their VLANs be configured with a policy similar to Cisco's?
For example, can't the policy simply state, "port xxx is VLAN yyy". Of
course trunking would need to be done with 802.1q, but why would it be
so hard to configure?
