Try a plain `login local` on the vty lines.
You can test your local user setup that way.
I once did this on a production router, and forgot to make the users.

However, after I entered this config, I did a show run and the login
authentication default command wasn't there. What's worse, when I tried

telnet to this router, I was prompted for a name and pasword which I
correctly entered, but the response was "Authentication failed"
Can anyone explain what's going on here and why I can't authenticate?
