Busy message works when connection FAILS:

To create a "host failed" message that displays when a connection fails
You successfully telneted from R2 to R5 why do You expect busy-message in
this case ??
Use fake IP in "ip host R5 141.37.25.5" to test it or telnet several times
to target until all VTYs are used
