Yes, you are doing this correctly. R2 will not install an IBGP letuarned
route into the routing table unless it already has it in its IGP table. R3
is also going to have synchronization turned off as well. No sync is ok to
use in the lab if that is what is required to meet the goals defined in the
question.

Isn't synchronization an issue only when your network is acting as a transit
AS? In other words, isn't sychronization usually turned off?
