If all three interfaces must be in the same network, router a must be
multipoint, and you cannot have a pvc between b and c, then you are going to
have to map the spokes to each other. EIGRP does not offer a
point-to-multipoint network type option like OSPF does. EIGRP packets have
a ttl of 2, so they treat a hub and spoke NBMA as broadcast, and the spokes
must be directly reachable.
