Mike,
The other side is just the same except the ip address 
is swapped.
R6-7200# sh int a2/0
interface ATM2/0
 ip address 136.10.69.6 255.255.255.248
 no atm ilmi-keepalive
 pvc 1/100
  protocol ip 136.10.69.9 broadcast
I could ping if the loopback addresses are shut on
both sides, so it should not be a misconfig of the 
address.
