136.10.69.6/29 is in the 136.10.69.0/29 network; 136.10.69.9/29 is in
the 135.10.69.8/29 network. Try setting the subnet mask to
255.255.255.240 on both interfaces and see if the problem goes away.

The other side is just the same except the ip address is swapped.

R6-7200# sh int a2/0
interface ATM2/0
 ip address 136.10.69.6 255.255.255.248
 no atm ilmi-keepalive
 pvc 1/100
  protocol ip 136.10.69.9 broadcast

I could ping if the loopback addresses are shut on both sides, so it
should not be a misconfig of the address.
