Cat 3550 auto-cost ref-bw Problem

Hi group,
 
It is stange that the auto-cost ref-bw is different for vlan and router-port. Any idea? By default, vlan reference to 1000M and router port reference to 100M?
 
interface FastEthernet0/17
 no switchport
 ip address 1.1.1.1 255.255.255.0

interface FastEthernet0/20
 switchport access vlan 101
 switchport mode dynamic desirable
 no ip address

 ip address 9.9.9.9 255.255.255.0

When auto-cost reference-bandwidth set to 1000
