OSPF NSSA doubt ?

Please help...I have a case which looks simple and dont know why it is
not working.Tried researching ..in vain. i know by default the NSSA
routes get translated to type-5 and redistributed to other OSPF areas.
Has this changed..using ver 12.2(10) on routers.

------EIGRP/RIP-------R12 ------nssa----- R8------area 0------- R4
area 700

R8 is the Hub of Hub and spoke. R8 sees the NSSA routes as N2 but does
not seem to distribute in into Area 0. Here are the relevant configs.

R12:

router ospf 100
redistribute eigrp 100 subnets route-map e2o
network 172.16.15.0 0.0.0.255 area 700
area 700 authentication
area 700 nssa

R8:
router ospf 100
