If your running a version of the IOS before 12.2(8)T the answer is no,
there is no network type command in IS-IS. Your going to have to make
sure that the Frame Interface types match. IS-IS only has two network
types, Broadcast and Point-to-point. A Point-to-point sub-interface on
Frame Relay is considered Point-to-point. A Multipoint Frame Relay
interface (Physical or Multipoint sub) is considered a Broadcast
Network.

Both the Broadcast and Point-to-point network types use different IS-IS
Hellos (IIHs) to initiate the adjacency. Check out this link for some

Now if you do have a version of the IOS above 12.2(8)T, then the answer
is yes, you can change the network type in IS-IS. However, you can ONLY
change a Broadcast network into a Point-to-point network. You CANNOT
change a Point-to-point network into a Broadcast network. So if you are
forced to keep one side a Point-to-point sub and the other a Physical or
Multipoint sub then you can use the 'isis network point-to-point'
command on the Physical or Multipoint sub to get the adjacency to form.
