I don't know the default value but use the following on a dial peer that has
no preference set and you'll see:
a.. Enter the show dial-peer voice command to learn whether the COR list
fields are set as desired on a dial peer:
Router# show dial-peer voice 210
VoiceEncapPeer210
information type = voice,
tag = 210, destination-pattern = \Q221',
answer-address = \Q', preference=0,
numbering Type = \Qunknown'
group = 210, Admin state is up, Operation state is up,
