Flash memory upgrade

Hi Group,

I bought Flash memory and try to upgrade them for
Cisco 4700, 2621, 2501, and get some problems:

Device not programmable
Device does not contain a valid magic number

Is this serious? what is exact procedures to upgrade
Flash memory for above routers? For 4700 and 2501,
they have bootflash memory.
