Flash chips contain an identifying number of the chip type and manufacturer.

The boot ROMs in the router check this number to verify that the flash is
of a type that is programmable by the router hardware and encoded routine.

If the flash returns a number that the boot ROM doesn't recognize, you will
get this error.

There are at least three potential causes:

* The boot ROMs contain older code, and your flash chips aren't supported
  with that version of boot ROM, but are by later versions. Solution,
  replace the boot ROMs (often free or for the cost of shipping depending
  on who at Cisco you know or how you ask.)

* The flash memory you bought is the wrong type, and not compatible with
  any version of boot ROMs. Solution, contact the vendor for the correct
  flash.

* The flash memory you bought is the correct type, but defective. Solution,
  contact your vendor for replacement.

The "show flash chips" command may be useful for troubleshooting or checking
against boot ROM versions.
