ISDN Spid status issue ?

Hi group,

I follow ALL-IN-ONE Cisco CCIE LAB Study Guide (2nd edition) Lab#2:
ISDN basics and switch basics by using VConsole ISDN simulator
with inital basic-ni setting, Router 1720 and 2621 with the following
result and setting. I always get the Spid status from 2621, which says
spid1/spid2 NOT VALID, but 1720 side is always fine.
I exchange the isdn ports and setting for 1720 and 2621,
the result for 2621 remains the same, I can't explain this ??
