Its the interface load that is specified (x/255) in this command.

127 would be half of 0-255. (or 128 depending on whether your glass is
half-full or half-empty)

As for the argument of 2 or 3, technically 2.55 would round up to 3, but
I really don't believe someone would be THAT picky. Just my humble
opinion.

Hi Jang,

128 K is the total bandwidth of the ISDN line. 50% of it will be 64 K.
So for 64K(max), the dialer load threshold will be,

dialer load-threshold 50 (inbound|outbound|either).

This will trigger the second channel only after the first channel gets
64 k (50%) of traffic.

Similarly,use,

dialer load-threshold 1 either , for triggering the call after 1 % of
the traffic on the first link.
