Route-maps generally put traffic based on the interface the traffic hits (ie the traffic should hit the incoming interface). When you do a trace from the router, it will not take the path specified in the route-map.
 
But, in document it says :
 
Enable Local PBR
Packets that are generated by the router are not normally policy-routed. To enable local PBR for such packets, indicate which route map the router should use by using the following command in global configuration mode:
Command Purpose
ip local policy route-map map-tag

Identify the route map to use for local PBR.

 
Even if we apply this command, it does not do policy route from the router. Hope it doesnt work this way !!!
