Please help with cat 3550-it is at switch: prompt

Hi,

I need help with Cat 3550 24 port (EMI).

It has no IOS in flash when I type dir flash: command.
How can I download an IOS to this switch? It does not have config
t command available. copy tftp flash command doed not work either,
it says tftp permission denied.
When I reset it, or first turn it on, here is the output I get:
