If congestion isnbt occurring how is this going to help? This won't have any effect till the interface becomes congested.

We need more information. With this type of problem and the little
information provided any answer you get is going to be a stab in the
dark.
Here is the type of information needed:
1) What is the input rate on R1 S0/0 and R2 S0/0?
2) What is the output rate on R1 S0/0 and R2 S0/0?
3) What is the input rate on R2 Fa1/0?
4) Does R1 have a full T1 and R2 have a 56k?
etc..... etc..... etc.....
