ISIS over Frame-Relay

I ran into a problem when configuring ISIS over frame-relay. The frame-relay is as follows:

Frame-relay PVC--------Frame-relay switch-------Frame-relay point-to-point
on main interface sub-interface (dynamic)

I could not get ISIS to form a peer neighbors between the two routers.
Is it not possible to run ISIS over a dynamic type frame-relay interface using interface-dlci???

To work around this I built a GRE tunnel and it worked.
