One quick question,
What debug command can you use when you have this type of mismatch to see
what is going on?
I have tried debug clns packets , debug clns nei...
I have not seen any output to indicate that there is a mismatch problem.

Over frame-relay ISIS has the following types:
ISIS over NBMA
Frame Relay ISIS Network Type
Physical Interface Broadcast
Point to Point Sub-Interface Point to point
Point to Multi Point Sub-Interface Broadcast
So in your configuration you had a point-to-point
subinterface going to a physical interface. Checking
the above you see that this causes a ISIS network
type mismatch. You did get this to work via the correct
method - creating a tunnel. The other method would be
to make the subinterface a multipoint thus matching up
with the other side's network type of broadcast. You
would have to map the dlci's on the multipoint subinterface
as usual = frame map ip and frame map clns. When presented
with this type of scenario I always make the subinterface as a multipoint to
avoid tunneling unless explicitly told not to. Best of luck.
