boot system tftp/ftp on 1720

Hello All,

Has anyone identified a solution to tftp/ftp boot commands not completing.
If have attempted a number of variations on

boot system tftp c1700-bk9no3r2sy7-mz.122-11.T.bin 172.16.30.93
boot system ftp c1700-bk9no3r2sy7-mz.122-11.T.bin 172.16.30.93 (with
anonymous login and user based login)

with config-register 0x2102 or
config-register 0x10F

and yes the archives have been checked as well as various cisco sources
including http://www.cisco.com/warp/public/63/install_tftp.html

Note different tftp/ftp servers (cisco's and the more stable 3com's) have
been tested, both with directed connections and switch based connections.
The transfer starts then hangs after ~11-12K (both tftp/ftp). ( I have
done this successfully with many other routers) but not this 1720. It is
not an issue with the image as other image loads also fail.

Varying error messages result, with the most consistent being
