If you issue a "shutdown" and write memory, they'll show admin down NVRAM.

I believe that if there's nothing connected to them (interface down/down)
on boot at first install they will automatically come up as NVRAM admin
down.

What is happening in your case is that a router with no config is booted
with an "up" interface, it will by default look for a TFTP autoconfig
server on said interface(s).

For example, if your ethernet interface(s) were connected to a switch or
hub on boot with no config, they too would be TFTP up, and spewing the
config not found error noise, slowing boot time, etc.

Either disconnect the serial cables on boot after write erase, or tftp over
a config that's blank except for a "no service config" line before reloading.
