The "service hide-telnet-addresses" command is not needed. The
"busy-message" command takes a hostname as an argument because the
busy-message is configured for a particular host. You can either have
the "ip host" command configured or use DNS.

Rack1R5(config)#busy-message ?
  WORD Hostname

Rack1R5(config)#busy-message
