Deleting the file just marks it as deleted, doesn't free the space.
You can erase the whole flash if it doesn't support the squeeze command,
or have the flash erased by IOS as part of the TFTP process on the fly.

Try erasing the flash, then tftp the image you want.

router# erase flash
  (answer "Y" to all the dire warnings)
router# copy tftp flash

Or, just copy the file over and answer "Y" to "erase flash before copying?"
