In my opinion replacing the boot ROM is definitely NOT a waste of time.
Yesterday I was having the exact same problem with my 2511. It
continually rebooted after listing the amount of memory. I tried
different flash sticks to no avail, and I finally flipped out my boot
ROMs and it solved my problem just like that. I guess there are many
answers to this specific question, but I can tell you for sure that for
me, the boot ROM was the issue and putting new ones in solved my
problem.

11.0c is the latest for the 2500s but replacing the boot ROM would be a
waste of time. The boot ROM is READ ONLY and will not be overwritten by
any action you can take from the router command line.

Your best bet is to erase the config and then erase flash from the
bootrom prompt and load another more stable IOS.
