I tried this scenario. When I tried only allowing even with the dist-list out under ospf everything looked the way it should. Only even routes appeared in the rest of the network beyond the filtering router. When I try to filter even networks, (the exact opposite of what the requirement is), why would it not work with the dist-list out under ospf?

Your problem is that the "distribute-list <acl> out" command doesn't
effect OSPF intra or inter area routes.

I know how to allow even networks and deny odd networks:
router ospf 3
network x.x.x.x
dist-list 1 out
access-list 1 deny 10.10.1.0 0.0.254.255
access-list 1 permit any
this would only allow 10.10.2.0, 4.0, 6.0 ,etc... to be advertised.
How would you allow only odd networks and deny even networks? I have
tried many different ways and nothing works.
