Yes, unless you adjust the reserved bandwidth.

There will be a error message and policy will not take
effect.
With FRTS, CBWFQ uses the mincir value for available
bandwidth also so make sure this is configured
properly. By default mincir is half of the cir
setting. Similar for ATM PVCS (make sure vbr, etc is
set properly).
